“This chapter aims at filling part of this gap by adopting a cognitive approach of public policies (Hassenteufel, 2008; Muller, 2000): it explores the way in which refugees’ access has been built as a social issue and put on the political agenda in three European countries (France, Germany, and Switzerland) by looking in turn at the frame of reference which has been set for handling the issue of access, the arenas and key actors (mediators) involved, the policies and mechanisms that have been set up, as well as their effects.”
