Regional responses are significant, as emigration can deepen territorial imbalances and undermine state cohesion. Empirically, the article is based on a qualitative analysis of policy documents and interviews with regional policymakers and officials. It finds that emigration policies are highly selective, embedded within other policy frameworks, and best understood through political intent rather than explicit policy labels.
