Elle a \u00e9t\u00e9 fond\u00e9e sur l\u2019int\u00e9gration progressive et partielle des diff\u00e9rences nationales, et a tr\u00e8s t\u00f4t pu confronter le \u00ab nous \u00bb \u00e0 \u00ab l\u2019autre \u00bb. En 1910, pr\u00e8s de 15 % de la population r\u00e9sidente \u00e9tait \u00e9trang\u00e8re. Autrichiens dans le secteur des services, Italiens sur les chantiers ferroviaires et la nation, \u00e0 peine form\u00e9e, se demande ce qu\u2019il convient de faire. Le discours est alors celui de l\u2019ouverture. L\u2019argent s\u2019ensuit, tout comme la modernit\u00e9, le confort, le bien-\u00eatre croissant.
