La premi\u00e8re de ces orientations met en lumi\u00e8re la mani\u00e8re dont l\u2019exercice de la citoyennet\u00e9 en d\u00e9mocratie est conditionn\u00e9 par l\u2019acc\u00e8s \u00e0 des langues ou \u00e0 des formes de communication et vari\u00e9t\u00e9s de langues.
