Ceux-ci sont satisfaits par le recours \u00e0 des \u00e9trangers en provenance de zones traditionnelles de recrutement (surtout l&#8217;Italie, l&#8217;Espagne et le Portugal). Pour les ressortissants d&#8217;autres pays, la seule possibilit\u00e9 d&#8217;immigration l\u00e9gale consiste dans le d\u00e9p\u00f4t d&#8217;une demande d&#8217;asile politique. Afin de pr\u00e9venir un afflux excessif de population \u00e9trang\u00e8re par le biais de l&#8217;asile, les concepts de \u00ab surpopulation \u00e9trang\u00e8re \u00bb et de \u00ab diff\u00e9rences culturelles trop marqu\u00e9es \u00bb, dont la signification est pour le moins floue, sont invoqu\u00e9s pour fonder le d\u00e9boutement des requ\u00e9rants ne r\u00e9pondant pas strictement aux crit\u00e8res de l&#8217;asile. En cas de crise \u00e9conomique, la r\u00e9duction des besoins en main-d&#8217;\u0153uvre et la reconnaissance de la l\u00e9gitimit\u00e9 de concepts aux r\u00e9sonances x\u00e9nophobes se conjuguent pour pr\u00e9venir tout \u00e9lan humanitaire et renforcer la fermeture des fronti\u00e8res.&#8221;<\/p>\n<p>&#8220;Swiss migration policy is determined primarily by the manpower needs of the country. Immigrants coming from traditional territories of recruitment (mainly Italy, Spain and Portugal) satisfy these needs. Beside this immigration possibility depending on economic expectations, there is another opening, very narrow, for the political refugees. In order to guarantee the narrowness of this opening, Swiss authorities do not question the legitimacy of concepts such as \u00ab foreign overpopulation \u00bb or \u00ab excessive cultural differences \u00bb, the meaning of which is, to say the least, very unclear. In case of economic crisis, the reduction of manpower needs combines with the xenophobe pressure to prevent any generous impetus and reinforce the tendency to close the fronteers.
