A cette fin, le Parlement f\u00e9d\u00e9ral a d\u00e9cid\u00e9, le 13 d\u00e9cembre 1996, de mettre sur pied une Commission ind\u00e9pendante d\u2019experts. Le 19 d\u00e9cembre 1996, le Conseil f\u00e9d\u00e9ral lui a donn\u00e9 le mandat d\u2019\u00e9tudier la p\u00e9riode qui se situe avant, pendant et imm\u00e9diatement apr\u00e8s la Seconde Guerre mondiale. L\u2019objet principal du mandat consiste \u00e0 examiner les fonds qui se trouvent en Suisse et qui ont un lien avec la politique men\u00e9e par les nazis. La Commission Ind\u00e9pendante d\u2019Experts Suisse \u2013 Seconde Guerre mondiale (CIE) s\u2019\u00e9tait d\u00e9j\u00e0 pench\u00e9e sur un premier aspect essentiel, celui des transactions sur l\u2019or, auquel elle a consacr\u00e9 un rapport en mai 1998.
