Il s&#8217;agit, d&#8217;une part, de parvenir \u00e0 un rapport \u00e9quilibr\u00e9 entre l&#8217;effectif de la population suisse et celui de la population \u00e9trang\u00e8re r\u00e9sidante, compte tenu des diff\u00e9rents int\u00e9r\u00eats en jeu (qui sont d&#8217;ordre d\u00e9mographique, culturel, humain et social ou qui rel\u00e8vent de la formation, de la science et de la recherche, de l&#8217;\u00e9conomie et du march\u00e9 de l&#8217;emploi ainsi que des relations internationales) ; d&#8217;autre part, d&#8217;assurer aux \u00e9trangers un statut juridique propre \u00e0 faciliter, selon la dur\u00e9e de leur r\u00e9sidence, leur int\u00e9gration dans la communaut\u00e9 nationale et d&#8217;encourager les contacts et la collaboration entre autochtones et allog\u00e8nes. Plus de trois quarts des \u00e9trangers r\u00e9sidant actuellement en Suisse et plus de la moiti\u00e9 de tous les migrants exer\u00e7ant une activit\u00e9 lucrative durant les mois d&#8217;\u00e9t\u00e9 (niveau maximum de l&#8217;emploi) sont titulaires d&#8217;une autorisation d&#8217;\u00e9tablissement, c&#8217;est \u00e0 dire plac\u00e9s sur un pied d&#8217;\u00e9galit\u00e9 avec la population autochtone sauf en ce qui concerne l&#8217;exercice du droit de vote et d&#8217;\u00e9ligibilit\u00e9 et les obligations militaires, ce qui constitue des conditions favorables \u00e0 une vie en commun harmonieuse des deux groupes de population. A cet \u00e9gard, une attention particuli\u00e8re est accord\u00e9e aux migrants de la deuxi\u00e8me g\u00e9n\u00e9ration -plus d&#8217;un quart de million de personnes &#8211; qui doivent pouvoir b\u00e9n\u00e9ficier des m\u00eames chances de promotion professionnelle et sociale que leurs camarades suisses.&#8221;<\/div>\n<div><\/div>\n<div>&#8220;Swiss Federal policy with regard to foreigners &#8211; who make up approximately 14 % of the total population, the proportion of foreign workers among the active population being even higher at 20 % &#8211; is based on two main pillars. It is, on the one hand, a question of achieving an equal balance between the strength of the Swiss population, making allowance for the different interests involved (which include demographic, cultural, human and social aspects, the needs of education, science and research, the economy and the labour market as well as international relations) ; on the other hand it is the government&#8217;s endeavour to grant the foreigners an improved legal status in order to facilitate, according to the length of their residence, their integration in the Swiss community and to encourage contacts and co-operation between the Swiss and immigrants. More than three quarters of the foreigners residing in Switzerland at the moment and more than half of all the immigrants exercising a remunerative activity in the summer months (maximum stand of employment) are holders of a permanent residence permit, that is to say they are placed on equal footing with the native population with the exception of the right to vote and of military duties. This constitutes favourable conditions for harmonious coexistence of the two population groups.
