White<\/h3>\n<h3>Source : <a href=\"https:\/\/archive-ouverte.unige.ch\/unige:161446\" target=\"_blank\" rel=\"noopener\">https:\/\/archive-ouverte.unige.ch\/unige:161446<\/a><\/h3>\n<p><!--more--><\/p>\n<blockquote>\n<p>&#8220;<span dir=\"ltr\" role=\"presentation\">Le discours sur la migration en rapport avec la ville privil\u00e9gie encore la <\/span><span dir=\"ltr\" role=\"presentation\">perspective du r\u00f4le et des programmes des institutions publiques. <\/span><span dir=\"ltr\" role=\"presentation\">Qu\u2019importent les exigences d\u2019efficacit\u00e9 des mesures institutionnelles, le <\/span><span dir=\"ltr\" role=\"presentation\">bilan demeure des plus mitig\u00e9s \u2013 au point de se demander si la pens\u00e9e <\/span><span dir=\"ltr\" role=\"presentation\">de la ville inclusive \u00e0 travers les seules mesures institutionnelles n\u2019a pas <\/span><span dir=\"ltr\" role=\"presentation\">fait fausse route et si ces mesures n\u2019ont finalement pas \u00e9t\u00e9 un obstacle \u00e0 <\/span><span dir=\"ltr\" role=\"presentation\">l\u2019inclusion. <\/span><span dir=\"ltr\" role=\"presentation\">Parmi toutes autres mesures, la politique \u00ab<\/span> <span dir=\"ltr\" role=\"presentation\">d\u2019int\u00e9gration<\/span> <span dir=\"ltr\" role=\"presentation\">\u00bb des per<\/span><span dir=\"ltr\" role=\"presentation\">sonnes issues de la migration internationale semble mise au pilori. <\/span><span dir=\"ltr\" role=\"presentation\">Quand elle n\u2019est pas inefficace, quand elle ne cr\u00e9e pas des stigmas <\/span><span dir=\"ltr\" role=\"presentation\">sociaux et de la jalousie, elle est la cible des attaques des politiciens <\/span><span dir=\"ltr\" role=\"presentation\">populistes ou d\u2019extr\u00eame droite. Or, la ville est par d\u00e9finition un espace <\/span><span dir=\"ltr\" role=\"presentation\">de la migration<\/span> <span dir=\"ltr\" role=\"presentation\">; sans l\u2019arriv\u00e9e continue de nouveaux habitants, ainsi <\/span><span dir=\"ltr\" role=\"presentation\">que de leurs id\u00e9es nouvelles, la ville mourrait. <\/span><span dir=\"ltr\" role=\"presentation\">Ce constat nous a inspir\u00e9 la r\u00e9flexion suivante<\/span> <span dir=\"ltr\" role=\"presentation\">: la ville a-<\/span><span dir=\"ltr\" role=\"presentation\">t-elle besoin <\/span><span dir=\"ltr\" role=\"presentation\">d\u2019instruments institutionnels sp\u00e9cifiques pour inclure tous ceux et celles <\/span><span dir=\"ltr\" role=\"presentation\">qui s\u2019installent sur son territoire<\/span> <span dir=\"ltr\" role=\"presentation\">? Que faisait-<\/span><span dir=\"ltr\" role=\"presentation\">elle avant les \u00ab<\/span> <span dir=\"ltr\" role=\"presentation\">politiques <\/span><span dir=\"ltr\" role=\"presentation\">d\u2019int\u00e9gration des \u00e9trang\u00e8res et des \u00e9trangers<\/span> <span dir=\"ltr\" role=\"presentation\">\u00bb<\/span> <span dir=\"ltr\" role=\"presentation\">? D\u2019un point de vue histo<\/span><span dir=\"ltr\" role=\"presentation\">rique, l\u2019accueil qu\u2019on leur r\u00e9servait autrefois \u00e9tait bien diff\u00e9rent de ce que <\/span><span dir=\"ltr\" role=\"presentation\">l\u2019on constate aujourd\u2019hui<\/span> <span dir=\"ltr\" role=\"presentation\">; en effet, la ville f\u00eatait leur arriv\u00e9e.<\/span>&#8220;<\/p>\n<\/blockquote>\n\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Author(s) : Fiorenza Gamba, Sandro Cattacin, Bob W.
