Tout d\u2019abord, les sans<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">papiers repr\u00e9sentent une <\/span><span dir=\"ltr\" role=\"presentation\">population intrigante, dans la mesure o\u00f9 leur mode d<\/span><span dir=\"ltr\" role=\"presentation\">e vie est soit m\u00e9connu, soit relat\u00e9 de <\/span><span dir=\"ltr\" role=\"presentation\">mani\u00e8re tr\u00e8s disparate. En situation d\u2019ill\u00e9galit\u00e9, ils peuvent \u00eatre s\u00e9v\u00e8rement exclus et <\/span><span dir=\"ltr\" role=\"presentation\">mener alors une existence tr\u00e8s loin des standards de la soci\u00e9t\u00e9 qu\u2019ils c\u00f4toient pourtant au <\/span><span dir=\"ltr\" role=\"presentation\">quotidien. Mais les sans<\/span><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><span dir=\"ltr\" role=\"presentation\">papiers peu<\/span><span dir=\"ltr\" role=\"presentation\">vent \u00e9galement \u00eatre consid\u00e9r\u00e9s comme des habitants <\/span><span dir=\"ltr\" role=\"presentation\">tout \u00e0 fait ordinaires, et seul le manque du permis de r\u00e9sidence permet de les diff\u00e9rencier <\/span><span dir=\"ltr\" role=\"presentation\">(de mani\u00e8re th\u00e9orique) des citoyens r\u00e9guliers.
