Abstract: <\/strong><\/p>\n

“The present article, developed out of a research project which lasted several years, analyses the tensions between, on one side, Romanian Roma back-and-forth migrants, and on the other side, Geneva’s police. In the last decade, these tensions are mostly linked to begging (an activity which provides small daily incomes to the majority of the 250 Romanian Roma living in the city), that is since 2007 a crime. These tensions between police officers and Roma are part of a wider European punishing-the-poor urban governance model, and bring to the exclusion of other actors from the public action. Through the interaction between the moral and symbolic violence linked to police intervention, the high visibility of Roma in public place and their reconnection with previous experiences, such tensions re-create the ethnic divide between Roma and non-Roma. As a consequence, Roma who have their roots in rural and peri-urban Transylvania use their \u201cvillage making\u201d practices to perform a symbolic and social appropriation of the town notwithstanding \u201canti-Gypsy\u201d repression. The \u201cvillage making\u201d of the Roma becomes thus a specific form of response in a context (Geneva and more generally Switzerland) where the occupation of urban and peri-urban territory through the \u201ccamps\u201d experienced in other European towns does not exist.”<\/p>\n

“<\/strong><\/strong>La pr\u00e9sente contribution est le fruit de r\u00e9flexions issues d\u2019un programme de recherche portant sur les pratiques des migrants roms roumains pr\u00e9sents sur le territoire genevois depuis le d\u00e9but des ann\u00e9es 2000 et sur la r\u00e9ponse soci\u00e9tale \u00e0 cette migration. Ce programme s\u2019est d\u00e9roul\u00e9 en plusieurs \u00e9tapes. Tout d\u2019abord, en 2010-2011, une initiative de mise en lien des associations et des pouvoirs publics autour de la pr\u00e9sence des Roms migrants \u00e0 Gen\u00e8ve a vu le jour sous l\u2019\u00e9gide de la Haute \u00e9cole de Travail social de Gen\u00e8ve (HETS). Par la suite, en 2013, un projet de recherche a permis de rassembler des donn\u00e9es relatives aux repr\u00e9sentations que portent les Roms pr\u00e9sents \u00e0 Gen\u00e8ve sur leur migration et les politiques urbaines les concernant. Enfin, une deuxi\u00e8me recherche, port\u00e9e par CARITAS Gen\u00e8ve et la HETS, suit son cours depuis 2015 et s\u2019int\u00e9resse aux apports de la m\u00e9diation interculturelle \u00e0 l\u2019accompagnement de cette migration de Roms sur le territoire genevois.”<\/div>\n<\/div>\n<\/blockquote>\n
