L&#8217;encouragement appara\u00eet comme un nouveau paradigme de la lutte contre la d\u00e9saffiliation scolaire et sociale des publics dont les caract\u00e9ristiques sont appr\u00e9hend\u00e9es \u00e0 partir de la notion de \u00ab cumul du handicap social et ethnique \u00bb. Nous verrons tout d&#8217;abord que ce mode de d\u00e9signation et de reconnaissance des publics \u00ab \u00e0 risque \u00bb s&#8217;op\u00e9rationnalise par le d\u00e9veloppement de mesures ciblant les territoires au fort taux de pauvret\u00e9 et visant \u00e0 l&#8217;augmentation des comp\u00e9tences des jeunes y vivant dans des conditions d&#8217;apprentissage d\u00e9favorables. L&#8217;article montrera ensuite comment dans cette vis\u00e9e de lutte contre les risques de ch\u00f4mage et d&#8217;assistance des populations qui vivent dans ces territoires, l&#8217;accompagnement des publics \u00ab \u00e0 risque \u00bb s&#8217;est op\u00e9r\u00e9 par l&#8217;institutionnalisation de dispositifs encourageant leur prise en charge pr\u00e9coce (pr\u00e9scolarisation), par les institutions de l&#8217;\u00c9tat ainsi que, parall\u00e8lement, par l&#8217;encouragement des carri\u00e8res exemplaires des migrants \u00ab \u00e0 potentiels \u00bb.
