Sur la base d\u2019une enqu\u00eate ethnographique au sein de l\u2019administration responsable du traitement des demandes d\u2019asile en Suisse, cet article analyse la question sous un autre angle\u00a0: \u00e0 partir des m\u00e9diations sociales, institutionnelles et juridiques \u00e0 travers lesquelles le droit oriente les comportements des agents. L\u2019analyse des m\u00e9diations du droit r\u00e9v\u00e8le surtout l\u2019importance d\u2019un pouvoir normatif <em>collectif<\/em> de l\u2019administration, qui r\u00e9side dans l\u2019\u00e9laboration de \u00ab\u00a0normes secondaires d\u2019application\u00a0\u00bb par les agents. Cet article montre aussi qu\u2019il existe, au sein de l\u2019institution, tout un travail \u00e0 la fois juridique et social qui encadre, oriente et contraint les pratiques des agents.&#8221;<\/p>\n<p><strong>Mots-cl\u00e9s\u00a0: <\/strong>asile, droit, <em>street-level bureaucracy<\/em>, m\u00e9diations du droit, pouvoir discr\u00e9tionnaire<\/p>\n<\/section>\n<section id=\"resume-en\" class=\"resume\">\n<h3>Abstract<\/h3>\n<p class=\"alinea\">&#8220;Research on policy implementation and street-level bureaucracies often tackles the issue of the discretionary power at the individual level, starting with frontline workers\u2019 freedom of action in the field. Based on an ethnographic study of the administration responsible for processing asylum requests in Switzerland, this article analyzes the issue differently: on the basis of the social, institutional, and legal mediations used by the law to guide actors\u2019 behaviours.
