“In der Schweiz leben laut Sch\u00e4tzungen zwischen 70’000 und 180’000 Sans-Papiers, d.h. Ausl\u00e4nderInnen, die f\u00fcr den Aufenthalt keine erforderliche Bewilligung besitzen. Seit einigen Jahren wird ihre Anwesenheit vermehrt wahrgenommen und \u00f6ffentlich diskutiert. Die Diskussionen drehen sich dabei vor allem um ausl\u00e4nderrechtliche oder, wie beispielsweise beim Gesetz \u00fcber Schwarzarbeit, um arbeitsmarktpolitische Frage stellungen. Weniger bekannt ist die Situation der Sans-Papiers im Bereich der sozialen Sicherheit: Auch wenn sie ohne Aufenthaltsbewilligung in der Schweiz leben, sind sie nicht von allen Rechten
