A la fin de la Deuxi\u00e8me Guerre mondiale, la Suisse recourut massivement \u00e0 la main- d’\u0153uvre \u00e9trang\u00e8re pour alimenter son march\u00e9 du travail fortement sollicit\u00e9 par une croissance \u00e9conomique soutenue. Apr\u00e8s un fl\u00e9chissement de l’immigration dans les ann\u00e9es 1970, les flux \u00e0 destination de la Conf\u00e9d\u00e9ration helv\u00e9tique ont connu une reprise aigu\u00eb dans les ann\u00e9es 1980 pour porter la part de la population \u00e9trang\u00e8re \u00e0 un record historique en 1993. L’intensification des migrations est aussi associ\u00e9e \u00e0 une diversification des provenances en raison de la r\u00e9orientation du recrutement vers le Portugal et la Yougoslavie. L’auteur \u00e9value l’efficacit\u00e9 des instruments de contr\u00f4le quantitatifs (contingents) et leurs cons\u00e9quences sur le march\u00e9 du travail. Ces instruments n’ont qu’une faible incidence sur l’immigration et, partant, sur l’\u00e9volution de la population \u00e9trang\u00e8re r\u00e9sidant de mani\u00e8re permanente en Suisse. L’autonomie acquise par les entr\u00e9es au titre du regroupement familial et de la transformation d’autorisations saisonni\u00e8res en autorisations non saisonni\u00e8res bride consid\u00e9rablement l’efficacit\u00e9 des limitations quantitatives. Par ailleurs, la politique \u00e0 l’\u00e9gard des \u00e9trangers n’a pas permis de r\u00e9aliser l’\u00e9quilibre optimal recherch\u00e9 en mati\u00e8re d’emploi. Elle s’est au contraire traduite par l’\u00e9mergence d’une structure de production plus vuln\u00e9rable aux crises et une aggravation du ch\u00f4mage.<\/div>\n

The Example of Switzerland Towards the end of the Second World War, Switzerland relied very heavily on foreign workers to meet the demand for labour during a period of sustained economic growth. Following a decline in immigration during the 1970s, there was an upsurge during the 1980s, which raised the percentage of the foreign population to an all-time high in 1993. Increased immigration resulted in an increased diversity of migrant’s origins, because of an active recruitment policy for workers from Portugal and Yugoslavia. The author assesses the efficiency of quantitative controls (quota systems) and their effect on the labour market. These had only a small impact on immigration, and thus on the numbers of permanent foreign residents in Switzerland. A policy which allowed foreigners who had been admitted to facilitate family reunification to settle in Switzerland, and the conversion of seasonal into permanent permits, reduced the effect of quantitative restrictions. Policies failed to achieve an optimum balance in employment and led to an economy which was more vulnerable in times of crisis, and to higher unemployment.<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/blockquote>\n","protected":false},"excerpt":{"rendered":"
