La plupart des travaux scientifiques qui comparent la logique des d\u00e9cisions et des mesures politiques des diff\u00e9rents pays visant \u00e0 \u00abint\u00e9grer les immigr\u00e9s\u00bb consid\u00e8rent les traditions et cultures politiques nationales comme les variables centrales d\u2019une explication. \u00c0 travers l\u2019\u00e9tude de l\u2019\u00e9mergence de la pr\u00e9sence des immigr\u00e9s comme enjeu politique dans quatre pays europ\u00e9ens, cet article montre qu\u2019il s\u2019agit d\u2019une vue trop simpliste: si les institutions et les cadres normatifs des diff\u00e9rents pays ont impr\u00e9gn\u00e9 \u00e0 maints \u00e9gards les politiques destin\u00e9es aux immigr\u00e9s, celles-ci vont \u00e9galement souvent \u00e0 l\u2019encontre des traditions nationales. L\u2019explication de ce ph\u00e9nom\u00e8ne doit \u00eatre cherch\u00e9e dans l\u2019ambigu\u00eft\u00e9 m\u00eame de \u00abl\u2019enjeu d\u2019int\u00e9gration\u00bb, interpr\u00e9t\u00e9 dans certains cas comme une question de cohabitation interethnique, dans d\u2019autres comme un probl\u00e8me socio-\u00e9conomique ou un enjeu urbain. Le choix d\u2019une interpr\u00e9tation d\u00e9pend d\u00e8s lors aussi bien d\u2019\u00e9v\u00e9nements concrets que de la perception et des int\u00e9r\u00eats des acteurs participant \u00e0 la mise sur agenda de l\u2019enjeu. Derri\u00e8re les diff\u00e9rentes interpr\u00e9tations, appara\u00eet cependant une constante: dans la plupart des cas ce n\u2019est qu\u2019exceptionnellement que les immigr\u00e9s apparaissent sur l\u2019agenda politique, quand les probl\u00e8mes li\u00e9s \u00e0 leur pr\u00e9sence sont consid\u00e9r\u00e9s comme une menace pour la coh\u00e9sion de la soci\u00e9t\u00e9 toute enti\u00e8re.<\/div>\n<div><\/div>\n<div>The question of \u00abintegration\u00bb or how immigrants become a political issue A comparison between France, Germany, the Netherlands and Switzerland<br \/>\nSince the 1970s, the term \u00abintegration\u00bb has become, in Europe, the dominant concept in the discussion about the different issues linked with the presence of immigrants. Most of the scientific research comparing the logic of political decisions and measures aimed at \u00abthe integration of immigrants\u00bb in different countries considers the national traditions and the political culture as central variables for an explanation. Through the study of how the presence of immigrants has become an issue on the political agenda of four European countries, this article shows that this is a too simplistic perspective: if it is true that institutions and normative principles of the different countries have influenced in many ways immigrant policies, these policies have on the other hand also often been in contradiction to national traditions. The reason for this phenomenon lies in the profound ambiguity of the \u00abissue of integration\u00bb which has been interpreted in some cases as a question of ethnic relations, in other cases as a socio-economic problem or an urban issue, the choice of one of these definitions depending on concrete incidents as well as on the perception ant the interests of the actors participating on the agenda setting. However, behind the different interpretations, we can find a common point.
